On the 27th of August 1976, Alan and Diane Webber welcomed into the world their new son, born into a middle-class family in the quaint town of Queanbeyan located along the Tablelands, just along the banks of the Queanbeyan River near Canberra.

His proud paternal grandfather, a firewood merchant, beamed with joy at the sight of the newest addition to the family.

Growing up, Webber had an elder sister, Leanne. His education began at Isabella Street Primary School and continued to Karabar High School (KHS).

In addition to representing KHS in athletics and rugby league, his mother inspired him to take part in various other sports such as Australian rules football, cricket, and swimming.

At the tender age of thirteen, Webber experienced the life of a ball boy for the renowned Canberra Raiders rugby league team for a year, as well as earning money delivering pizzas around the Canberra and Queanbeyan areas. He also put his hand to work as an apprentice plumber and woodcutter.
